Document Description
Construction of a Soil Vapor Extraction (SVE) and Catalytic Oxidizer Treatment System for Sacramento Environmental Management Department-mandated remediation of soil contamination resulting from leaking underground fuel storage tanks that have since been removed from the City's Corporation Yard. The project will include installation of vapor extraction wells on the site and construction of a vapor extraction and treatment system on the north side of the existing building in a fenced compound of approximately 260 s.f. The temporary project site will include chain link fencing with slats and a vapor conveyance pipe bracketed to the building. To minimize potential noise impacts to meet Galt Municipal Code requirements, the project will include a sound enclosure type blower and a blower silencer. The facility is expected to operate continuously for approximately one year; confirmation soil borings will be conducted and the wells decommissioned once acceptable remediation levels have been reached.

This Class 20 Categorical Exemption consists of any minor clean up actions taken to minimize, stabilize, mitigate or eliminate the release or threat of release of a hazardous substance which are small or medium removal actions costing $1million or less (this SVE project is estimated to cost $146,524). The exemption also specifically identifies the exemption eligibility of small scale, in situ soil vapor extraction systems that have been permitted by the local Air Quality Management District. The scope of work for the contractor includes obtaining the required air quality permits for the construction/operation of the system.
