Document Description
Levee repair projects at Butte Creek at levee mile 0.8. To repair the damage at each site and mitigate hte potential for levee failure, DWR would install rockfill and earthfill soil at each site to fill the scoured or lost areas, and re-establish the supporting slope that were previously present. DWR will incorporate willow plantings and native grass to promote bank stabilization and increase instream habitat value, riparian haibtat and shaded stream habitat. The designs for repair identify existing special status habitat, and designate buffers or restoration measures to assure their persistence after levee repair.

Reasons for Exemption
As a result of the imminent threat to catastrophic levee failure, Governor Arnold Schwarzenegger declared a state of emergency for CA's levee sysstem on Feb. 24, 2006. The emergency repairs specified for this project area necessary (1) to maintain the levee system which is essential to protecting public health, safety, and welfare, and (2) to prevent an emergency from a catastrophic levee failure.
