Document Description
The Metropolitan Water District of Southern California proposes to conduct needed repairs that resulted from water rejection at the Robert A. Skinner Filtration Plant (Skinner Plant). The repairs would consist of three components: (1) replacement of a damaged V-ditch; (2) sediment removal from an existing concrete-lined detention basin; and (3) installation of a bulkhead over an existing drainline. When high flows were released from the Skinner Plant, on June 22, 2005, erosion undermined an existing V-ditch resulting in erosion of soils supporting the V-ditch, causing its failure, and the deposition of sediment into the retention basin immediately downstream. The proposed project will replace the V-ditch with one that is the same size but will be constructed of concreted rock material instead of the formerly smooth concrete. The deposited sediment in the retention basin will be removed so that flows can be detained as designed. Additionally, a bulkhead fitting will be placed over an existing 57-inch diameter drainline so that future rejection incidents will not flow into the drainline and flood other portions of the Skinner Plant.

The proposed action also consists of the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. Additionally, the new equipment and facilities in small structures, and the conversion of existing small structures from one use to another where only minor modifications were made in the exterior of the structures and minor alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees.
