Reasons for Exemption
High flows eroded the eastern bank and eliminated the Route 144 road shoulder during the winter of 2004-2005 leaving a vertical drop adjacent to the westbound lane. A state of emergency was declared by the governor during these storm events. The proposed project is the only alternative to protect the embankment until a permanent repair can be fully designed and constructed.
