The project is the incorporation of the Town of Carmel Valley as a municipal government. Incorporation will require the election of a Town Council and transfer of specific service obligations from the County to the proposed municipality. Initially, the County or other appropriate agencies may be contracted to provide many services. Over time, these services plus additional services may be provided directly by the proposed municipality. Some of these services may include Town Administration & Finance, Planning & Building Inspection Services, Public Works, Animal Control, and Law Enforcement.
