Document Description
This Class II Hazardous Waste Facility Permit Modification (Modification) revises the Waste Analysis Plan (WAP) for the Safety Kleen, El Monte facility to: (1) enable the facility to conduct the laboratory analysis profiles, including the collection of samples and laboratory analysis, at the El Monte facility for pre-qualified existing customers, rather than having laboratory analysis occur at the generator sites prior to hazardous waste pick-up; (2) update the sampling methods to the most current United States Environmental Protection Agency's approved methods including, but not limited to, Method 9045C, Method 1010, Method 1311, Method 8260B, Method 7471A, and Method 7740 instead of continuing outdated sampling methods; and (3) change the yearly onsite waste confirmation sampling from collecting one composite sample for every four combined generators, to one discreet single grab sample per waste stream.

Reasons for Exemption
The facility sampling plan has been reviewed by both the State Hazardous Materials Lab and DTSC Chemists and was found to meet all the requirements for sampling under California and federal law. Laboratory analysis will only be conducted for existing pre-qualified customers. These generators are from particular industries and generate a limited variety of wastes, none of which create potential chemical compatibility issues. Sampling results from waste profiling will be completed prior to reshipment of the tested drum. Any rejected wastes will be isolated and returned to the generator or shipped to a licensed disposal facility within 144 hours of waste arrival at the El Monte facility.
