The purpose of these amendments is to comply with the amendments made in 2002, to State Law Section 65852.2 which requires city's to set standards for the development of second dwelling units with ministerial review in an effort to increase supply of small, affordable housing units while ensuring that those units remain compatible with the existing neighborhood. An EIR is not required pursuant to CEQA.
