Document Description
Amend Plan Area Statement (PAS) #112 to create Special Area #2, which would encompass only the properties owned by Accessible Space at 714 and 750 Emerald Bay Road. In addition to the permissible uses already in the plan area, multi-family housing would be permissible in Special Area #2, as a special use, at a density of up to 8 units per acre. Transfer eighteen Residential Bonus Units from PAS #110 for use within the new Special Area. Add "Transfer of Development Rights Receiving Area for Residential Bonus Units (Special Area #2 only)" and "Multi-Residential Incentive Program (Special Area #2 only)" to PAS #112's Special Designations. Include a special policy that states: "If Special Area #2 is developed for multiple family housing, the following special provisions apply: The forested character of the land adjacent to Highway 89 will be preserved; Buildings will be massed in such a way as to blend with the character of the Gardner Mountain area using a mix of building sizes/heights; Parking will be screened within the interior of the property; and The closest bus stop to the property will be improved within the public right-of-way (e.g., addition of a bus shelter) and a pedestrian connection to the property will be established."
