Document Description
The Contra Costa Power Plant (CCPP) uses water from the San Joaquin River to cool electrical generating units. Cooling water is drawn from and discharged back to the San Joaquin River. The owner and operator of the CCPP, Mirant Delta LLC, has proposed construction of a 530 net megawatt combined cycle power generation unit, Unit 8. Unit 8 would be located within the existing CCPP site complex and will rely on the existing CCPP systems including plant process make-up water, wastewater treatment systems, cooling water supply, fire water supply, and other ancillary systems. As proposed, Unit 8 will require no new water intake or discharge structures. Cooling water from the operation of the existing Units 6 and 7 would be used for Unit 8, with no increase in temperature of the discharge as a result of the proposed project. The discharge of water to the San Joaquin River, a water of the United States, is conducted pursuant to a National Pollutant Discharge Elimination System (NPDES permit) issued by the Central Valley Regional Water Quality Control Board (Regional Board). The Regional Board adopted a renewed NPDES permit for the CCPP, including Unit 8, on April 27, 2001.
